November 19, 2025: Waupun, WI – Pedestrian Accepts Settlement Offer

On November 21, 2021, at approximately 03:40 hours, Ryan Vande Zande, who was walking home, was lawfully crossing a street in Waupun, WI, using a marked crosswalk, was struck by a City of Waupun police squad operated by police officer Annie Cedarquist (now a Dodge County, Wisconsin Sheriff’s Deputy).  The collision, which was caught on the squad’s “dashcam” threw Mr. Vande Zande to the ground.  The impact resulted in traumatic injuries to Mr. Vande Zande who had to undergo surgery for repair.  A settlement was reached after a collision reconstruction was completed by GLFE Reconstructionist, Kevin Homan revealing that ample levels of illumination at the scene at the time of the crash made Mr. Vande Zande fully detectable to the officer.  Ultimately the evidence lead to the conclusion that negligence through inattentive operation and a failure to drive with due regard for the general public, were the causes.
